Step 1
Apply a line of hot glue to the inner side of a paper bag. Attach a second paper bag on top with the inside facing in.
Step 2
Use a pair of scissors to cutout desired shapes.
Step 3
Open the two sides of the snowflake and secure together with hot glue.
